【摘 要】The form and connotation of current university system has big differences from the western modern university system.The construction of modern university system is the only route of the healthy and sustainable development of China's higher education and college.Perfecting the legislation of higher education is the precondition of constructing modern university system;The scientific defining the relationship of

government,university and society is the basis for constructing the modern university system;insisting on academic freedom and propagating the spirit of the university is the value pursuit of constructing the modern university system;improving the internal governance structure is the inevitable requirement for constructing the modern university

system;establishing the university constitution is laying the primary task of constructing the modern university system.In addition,China's modern university system must embody Chinese characteristics.%我国现行的大学制度,其形式与内涵都与西方现代大学制度存在着较大差异。构建现代大学制度是我国高等教育和高校健康可持续发展的必由之路。完善高等教育立法,是构建现代大学制度的前提;科学界定高校与政府、社会的关系,是构建现代大学制度的基础;坚持学术自由、弘扬大学精神,是构建现代大学制度的价值追求;完善内部治理结构,是构
